Event topic overview:
This
3.5 CPE event will provide you with current perspectives on fraud
risk management, safe reporting of wrongdoings, speak-up culture and
investigations into allegations. Our speakers are B.C. professionals
who help organizations both in the public and private sector be
vigilant about illegal or unethical behaviour, create a safe
environment for employees to report suspected acts of fraud or other
wrongdoing, and to navigate complex investigations into alleged
misconduct with financial or other implications.
Session 1: Effective Fraud Risk Management Approaches
This
session will speak to effective fraud risk management approaches,
including taking an analytics centric approach in fraud risk
identification and management, as well as fraud prevention
initiatives during the pandemic.
Speaker: Alex Kortum,
CPA, CA
Alex
Kortum is the Executive Director of Internal Audit for the BC
Government. Internal Audit provides a wide range of assurance and
advisory services to lead and support effective financial
management, governance, accountability, and performance management
practices across the BC Government.
During
the Covid-19 pandemic, Alex led a number of initiatives to enhance
and expand the BC Government’s Fraud Risk Management Strategy and
Financial Management Framework. Alex works with the finance
community and other jurisdictions across Canada to build capacity
and approaches to address common opportunities and challenges.
Alex
brings over 20 years of finance and audit experience to this role, a
significant portion of this time leading people and developing and
implementing programs in a public sector environment. Alex has held
a number of public sector audit roles, including at the Auditor
General of BC, National Audit Office (England), and Auditor General
of South Africa. Alex started his audit career in private practice
in Cape Town, South Africa.
Session 2 - Anatomy of a Forensic Investigation
This
session will talk about the anatomy of a forensic
investigation and what key considerations pave the way for a
successful outcome.
Speaker: Jacklyn A. Davies, CPA, CA, CFF, DIFA
Jacklyn
is a Partner in MNP’s Vancouver office where she leads MNP’s
Forensic and Litigation Support Services team in British
Columbia. She has more than 30 years of experience in public
practice, specialising in forensic investigations since
1998. She has conducted large investigations into
allegations of employee misconduct, kickbacks,
misappropriation of funds, asset tracing in Canada and in
foreign jurisdictions, money laundering and false reporting
of financial information. Jacklyn has also conducted
investigations pursued by law enforcement.
Jacklyn
is proficient in conducting fraud vulnerability reviews for
financial institutions, major private and publicly held
corporations, professional firms, law enforcement, self
regulating bodies, First Nations, insurance companies and
unions. A respected leader in her field, Jacklyn has been
qualified as an expert in BC Supreme Court. Working within
legal and regulatory requirements, she brings the right
technical expertise to resolve complex issues.
Session 3 - Role of the Public Interest Disclosure Act
This
session will outline the role of the Public Interest
Disclosure Act in fostering speak-up culture in the Public
Service, reporting wrongdoings, protecting the disclosers,
and providing training and services to organizations
required to implement PIDA.
Speaker: Carly Chunick
Carly
Chunick is the Manager of Public Interest Disclosure at the
Office of the Ombudsperson for British Columbia. She has led
or conducted administrative investigations for over 11 years
and is presently leading the implementation of the
Public Interest Disclosure Act to the broader
public sector. Carly was one of the main investigators in
the Ombudsperson’s Misfire investigation and has a
background in aboriginal and environmental law.
